The purpose of this study is to answer the formulation of the problem and research. This research is qualitative research through a phenomenological approach with research subjects namely children aged 4-6 years in the city of Bengkulu. Data collection methods use observation, interviews, and documentation. The data obtained was examined the validity of the data by triangulation of sources, methods, and time. Data were analyzed using the interactive model data analysis technique of Miles and Huberman. Based on the results of the study showed that: 1) Development of religious and moral values in the city of Bengkulu with democratic parenting, by teaching religious values, independence, courtesy, then good things through the process of habituation. 2) Supporting factors for the development of religious and moral values in early childhood, namely (a) the role of the Koran teacher who provides motivation to children, (b) the attention of parents in providing learning of religious and moral values in children. Meanwhile, the factors inhibiting the development of religious and moral values in early childhood are (a) environmental conditions that can have a negative influence on children, both from words, attitudes, and ways of dressing that are not good and polite, (b) the lack of parental understanding of religious studies, (c) the lack of parents to give examples to children, because parents have very little time with children.
